Nope. People will realize that the Zelda formula was fine, but the setting, story, and combat needed to be fixed. BoTW changed the formula, but fixed none of the other problems (it arguably made them even worse)

I've seen people start to defend Skyward Sword more these past few weeks though, and I can definitely see people doing that just to perpetuate the cycle.
Degradation system is indefensible. Plenty of games have it as a mechanic, but making melee weapons as disposable as those 3 round handgun mags you find in shooters is annoying and simply not fun. Game's difficulty comes entirely from gear, and is not skill based in any way

Wind Waker is was pretty bad. I'd say it barely ranks above MM, which ranks above the classic Zelda games, which rank above Crossbow Training, which ranks above BoTW, at the bottom of the list.

This. The formula is good, but the series drastically needs changes in everything else. Look at other games that use the basic Zelda formula: Okami, Darksiders 2, etc. They work because they keep the formula, but change pretty much everything else. That's what the Zelda franchise needs to do.

I think that the cycle applies mainly to the home consoles. In all the talk about the Zelda cycle, no one really talks about the handhelds, just OoT, MM, WW, TP, SS. BotW will probably be thrown in the cycle as well.

I could stand for better controls sometimes, and maybe some combat improvements, but that's to be expected if a DS game. My only real complaint is the spirit flute, but even that isn't too bad.

There was never a cycle. If there was, it was only with Wind Waker and Twilight Princess. Skyward Sword tried to take both WW and TP, but ended up with a bland product in the end, in my opinion.

The root of the Zelda cycle is that every 3D Zelda is judged against OoT (or whatever the individual's favorite/most nostalgia'd 3D Zelda is) and criticized for failing to live up to its legacy in one way or another, then time passes and people judge the game on its own merits. BotW managed to dodge this by clearly establishing that it wasn't trying to follow the traditional formula so comparing it against OoT in that way wouldn't make sense.
Zelda cycle never really existed for me.
LoZ was by default best Zelda, then Zelda 2 was released and LoZ was still the best Zelda, then ALttP was best Zelda, then OOT, ... OOT stayed best Zelda till TP, then TP was (imo anyway) best until BotW, now BotW is best.
SS will never get praise from me aside from the Naryu desert sections.

TP's problem wasn't that it was similar to ocarina, the wolf segments were 100% pure cancer, tears of lights were 100% pure cancer and some items barely had uses outside of the dungeon.
