Make some food that replenishes your stamina. Stamella mushrooms should do the trick. Eat the thing right before your stamina runs out while trying to soothe the horse and you'll be able to calm it down. I'd make 2-3 servings just to be safe.

Not sure. But I've heard from a traveling lady NPC that there's a spirit that can resurrect her dead horse and she's looking for it. So probably yes and I'm guessing there's a way to revive them if they do die.
