All he wanted to do was tell the story of a robot boy with an inventor for a father who has to fight other robots who have turned on their human masters and gain new powers after each victory culminating in a final boss challenge where he faces a prototype who is running out of time?

Red Ash was made because Comcept was DONE with MN9. They're not a mere "game studio", but an IP creating factory. They had fully handed over the project to Inti-Creates by that time. They then needed something to do. So they decided to start on Red Ash. Nothing shady there at all, except for the wild accusations by fools like you.

He was in talks with Sony for a SS sequel around 2014 or so, but they petered out with the door remaining open after neither party really considered it a high priority at the time. Maybe one day, you never know.
Soul Sacrifice's director is working on a new game that'll probably get revealed this year, though.

The Crowd sourcing for the game failed. The Crowd Sourcing for the anime short suceeded. This is not a scam and this is not sketchy. This is normal. If the so called "fans" of Mega Man Legends had supported the project more, the game would be well under way.

No, I think it's more likely they were simply incompetent with their money and time. Too many ideas that they started working on, only to drop them for one reason or another. You can see some of this in the completed game. Several mechanics are underutilized or just plain worthless, maybe being used a single time in one part of one stage. What was supposed to be one of the core mechanics of the game early on, absorbing enemies to transform and gain some of their attributes, is nowhere to be seen, only to be replaced with simple, generic buffs. I think a lot of time was spent on trying to make that work, only to have to drop it, and by then the game was designed too much around the dash absorb mechanic that they had to work around that somehow.
