Who said it was supposed to be? You're playing a SE game.
Once you get decently into the game, the combat opens up enough that it starts to click. You'll end up switching paradigms constantly for specific purposes. Mostly the game revolves around the stagger bar, using buffs and debuffs, and occasionally the other paradigms.
I actually kind of like the combat, and I didn't hate the game despite the amount of shit it gets. It's a very poor Final Fantasy game, but it holds up as a decent RPG (with impressive production values for the time) on its own.

Good use of sentinels makes fights quicker because you have to spend far less time on healing.
FFXII at least was intelligent enough to let you program how the allied AI is going to work. XIII's Medic AI is fucking stupid, it doesn't give priority to the party leader even though the leader's death means a Game Over, and it also never fucking uses Raise ever, I always have to waste a Phoenix Down to revive a KO'd character because of this.

Best parties are stacked teams. 3 Rav, 3 Com, 3 Healer is what I went with. Shit builds up so fast.

Honestly, all I've been doing so far is just making Commando and Ravager formations and switching to both characters being Medics when necessary.
Haven't had any problem dealing with enemies using only that strategy, and I just beat a boss with Lightning and Hope.

As much as I like how they made a new take on the battle system I kinda hate the fact that you have to finish fights within a time limit to get a high drop rate. It kinda makes the game trivial especially how battle sequences are well known in the franchise. There's no satisfaction in defeating bosses because you're penalized for taking your time in fighting it.

I got the Platinum for this game in a 38 hour playthrough.
It was my second time through the game, and I used a guide for upgrading shit.
This game is barely fun and it doesn't really get good until the crystal missions.

I always thought it was the opposite, the combat seemed interesting when the parties had only two members and each of them had specific roles. You'd have to adapt to these specific roles and build your strategy around them.
When the game allowed me to form three character parties and gave any role to all of them, most of my battles amounted to: COM/RAV/RAV to Stagger and damage, SEN/SEN/MED to tank stronger attacks that get telegraphed, and MED/MED/MED if I took too much damage. Rarely did I have to use SYN or SAB as much as I used them on the chapters before Gran Pulse.

I think I'm gonna drop this game. The story just switched me to Sazh and Vanille, and I'm basically just running through long hallways and killing enemies again, with the same strategy I've been using for the past few hours.
And I still don't know what the hell is going on. The characters got branded as L Cie and given magic powers and shit by that god-like thing they fought earlier, and now they have to complete some specific task or something, except they don't know what is this task. It doesn't seem to be interesting enough to keep me playing this, and the characters are ranging from bland to straight up annoying.

Snow and his group were trying to free the people of Bodhum who were all unfailry thought to be branded as l'Cie because they came into contact with a fal'Cie. So they were being purged to Pulse by the government, because l'Cie are considered to be dangerous.
Lightning wanted to save her sister who was branded as a l'Cie, and Sazh wanted to save his son.
Hope saw his mom die and hates Snow for letting her die, and Vanille just ended up tagging along.
They all encounter a fal'Cie and got branded themselves, and their Focus has something to do with Ragnarok.
I don't know why people think this is hard to follow.

Why did Hope's mother want to fight alongside NORA instead of just staying there with her son and ensuring safety for both of them? Why does Hope blame Snow for her death if it was a consequence of her retarded decision? Is it just so we have some shitty angst-ridden drama that drags on for most of the game? How the fuck did Snow survive that huge fall from the broken highway when literally everyone who also fell from up there died and Lightning had to use a gravity device to survive drops from huge heights?

XIII was fun after Gran Pulse opened up(which it should have focused on entirely), before you had to get back to the story. LR refined the combat into something fun, though its garb customization is incomprehensible at all times. And XIII-2 had no redeeming qualities. Boring both in narrative and mechanics, I'm not sure why these are discussed at all.

I don't spend too much time on grinding in JRPGs because I find that to be boring, so when a hard fight shows up I use buffs and occasionally debuffs. All of the previous FF games are a lot more engaging if you play them that way instead of just grinding and pressing Attack to win.
But XIII forces you to grind until you reach the limit of the Crystarium for that chapter, because if you avoid too many enemies the boss fight at the end of the hallway becomes a fucking chore. Also the game actively punishes you for taking your time and not finishing fights in a couple of seconds, something you can do comfortably by grinding and becoming strong enough to finish fights quickly.
