Only time in the past 17 years I've been pirating media that I've been caught it was because utorrent was reporting on me to the ISP. Chances are its your torrenting client

It's always a personal report to the company from somebody seeding the torrent, that's why you don't use public trackers.
Why would you turn it off for steam? Leave it on, unless you're playing an online game and don't want lag.

seriously? i've been using steam + PIA for like a year now and i've had no issues. my currency still comes up with my home country currency too despite my vpn being set to the US
Maybe it only works for certain regions, like trying to set yourself to appear in Russia or some such place. Or maybe you actually have to try to redeem a region locked key. All I know is that it's a big no-no because trying to con gaben out of money is one of the few things he won't let slide.
Piracy is never acceptable, but being VAC banned for simply using a VPN is even worse.
