In Bioshock 2, you actually get slightly more I think for rescuing exactly half and harvesting half. Not to mention the best ending.

I even harvested that first one because I had to in order to progress and it still gave me a good ending. It's like they didn't even consider the fact someone might not even interact with the little sisters.
