30 frames in .5 seconds is 15FPS, what point are you trying to make exactly?

The car might not be visibly moving, but it was building up speed the entire hour. It built up enough speed so that it's next projected position would be one mile away.

frames =/= fps

There is no simultaneity thanks to the constant speed of light in all reference frames.
In one frame it was simultaneous, in another it took an hour from A to B, and in another it traveled backwards from B to A.
Also the distance between A and B and the time elapsed between the two events both change by the choice of reference frame.
