from what I recall in Fallout, from the start you can attempt to go any where. Which is a pretty Open World thing. You can also explore those big empty places you'll run in to going anywhere when you get into fights.

Why would I want less games with no upside. Open world games can be ok. They just aren't as good as linear games.
Going anywhere you want is irrelevant. The game is divided in hubs and has random encounters. That's not open world.

Open World ruins exploration. It's not fun to explore when 95% of what you can find by going in a random direction are collectibles and repeated encounters. You go through one dungeon in Skyrim, you've gone through them all.

At least in V, the world actually feels like it's worth exploring. Random encounters, sick fuckin cars to jack and tune up, character customization, all the little details like meeting other characters ingame etc.
Even driving doesn't feel like a chore with a bretty big world and nice radio stations, it's actually pretty relaxing.
Seems to me like you faggots need to have dopamine pumped into you 24/7 for a game to be enjoyable.

Open world games by definition are designed that way. Some have partial procedural generation, like Oblivion, but they still have the human design element.
Worlds that are entirely procedurally generated lack that element and are therefore not considered open world.
