The combat is improved in that you can control your whole party, but slightly dumbed down in that it removes separate physical attack attributes such as pierce, strike, and slice.
It's up to you. 4 is definitely a good entry point, but I personally feel 3's characterization and story is better. Whatever you choose, play something before 5. You'll never wanna go back after 5.

That's pretty much the combat in both games, the difference in 4 is that you can directly control your party members and they added a Guard feature.
If you're looking for a good combat system in either you'll be disappointed.

Story and character interactions is the main appeal to these games.

I'm not too picky as long as it's not frustratingly bad. I find myself quickly losing patience nowadays with older unintuitive games.
I would recommend Persona 4 Golden for the Vita. Since the Vita is hacked you can get the undub too. I started there and put over a hundred hours in it, fell in love with the game.
It's far from frustrating, it's very fluid and feels good just that it's very simple. There are a few bosses here and there that can be challenging but for the most part it's just exploiting the enemies weaknesses and then doing massive damage with an all out attack.
If you haven't played Nocturne then it probably won't bother you as much as it does some people.

Yes, I'm pretty sure that Naoto and Kanji have different VAs but it's hardly noticeable. The most drastic change is Chie, who sounds more like a hyperactive spaz than a 50-year-old grandma, which people are very divided over. I personally prefer new Chie.
