There's really no disadvantage for preordering on Steam. Reviews for the PS4 version are out and if it runs like garbage you can refund. You even get some dumb preordering bonus.

The only way to get Prey on Steam is to use a key from a physical copy because they sold out of digital ones. Publishers license a finite number of keys that Steam can sell. As to why they do that I do not know.
