Nintendo tends to overdo it a bit much, but this is basically standard practice for luxury/entertainment products that don't have reliable market data (for example "we sold a shitload of iPhone 5's, so we can sell a shitload of the next version", or alternatively why toys that turn out to be popular during holidays are always constantly sold out). You don't know if what you're making is going to keep flying off shelves or slow down in demand after the die-hard fans grab theirs, so you do some relatively small runs of the product and see how it goes.
This is why the Wii U flopping hard didn't hurt nintendo as much as it could have. If it turns out that people love your shit and they can't get enough you may lose some sales but you can always bump up production to meet the demand, but having thousands of unsold units taking up shelf and warehouse space is about as close to burning money as you can get without literally doing it. They could almost definitely get away with being a bit more confident with their production runs, but they're probably even more skittish after the Wii U.
