Despite not having a giant presence in the game, he was a really good antagonist. Sam Jackson always plays a good angry black man, and I think he was used tactfully in this game.

IIRC, Sam jackson's performance as Tenpenny inspired an entire movie with a similar premise on a corrupt cop.
