Imagine there was no reload animation for your gun. Your gun just stands still like normal during the reload, making no sound or anything, and of course you can't fire. Instead, when it completes, an imperceptible little swish sound plays and the tiny ammo count in the corner resets, neither of which you'll ever notice in the heat of battle.
This is what Overwatch cooldowns are like.

I dunno, have some doohickies on Zarya's gun that maybe charge up and then change color when ready. Make Lucio hold his gun differently when Amp it Up is on cooldown. Have a bar fill up for Tracer's Recall closer to the crosshair like her Blinks, rather than tucked away in the far corner of the screen. A noise more distinct than a faint blip. Anything more than Just Above Nothing.
