Artorius and Melchior carried Claudin's ideals of purity, trying to teach people about danger of malevolence.
But people were not listening, and 4 Empyreans went into slumber, and with that the so called protection.
Summoning of Innaminot was meant to wipe all malevolent people off the world, leaving only the pure ones. The suppression was meant to protect them, while only the potential to-be-daemons were killed.
Artorius had a pledge on him, allowing Shepherd to control Innaminot, and they had the whole dragon farm planned to feed his hunger until everything was clean, and he could be put back to sleep, and the 4 Empyreans could reawaken in nice environment.
This happened multiple times in the past, with humanity decreasing in numbers with each awakening of Innominat.
It's his purpose.
He could have just left it at the part where malevolence would get absorbed by the therions.
That wasn't stopping people from becoming hellions though. Plus feeding malevolence to the therions is basically feeding people to demons.

Dick move, but they didn't had resources to awaken 4 Empyreans like the chance Velvet got, and went for option 2.
Claudin and Melchior had spent 300 (Old man about 100) to teach humans about the 4 great lords and reawaken them, but none listened.
Artorius took more drastic route to achieve the same goal.

She already knows her sister is dead, her village life is slowly dying and her entire life is taking care of her sick brother.
He never tells her whats up, stabs him in front of her, then throws her down a pit and watches as she kills the entire village.
He then locks her up in the cellar for three years and surprised that a woman-with-demon-powers is now a Byronic and insane force that is single-mindedly dedicated to skuilfucking everything he hopes and works for.

Didn't Melchior cause the death of Ceres and Phi during the first scarlet night so that he could manipulate Artorius into going the Innamonot route? I don't remember if that was headcanon or not.

Every time the world malevolence reaches critical mass, Innominant awakens and devourer all the current malevolence and daemons, which have the side effect of reducing the human population, and thus reseting human progress.
