There is one person, literally a single person working on an Xbox emulator, and unlike the NGage, it's not trivial.
If people cared, talented individuals would come on and help with the project. The reason Dolphin is so successful is because of a few key talented people who were obsessed with Nintendo. That never happened for PCSX2, so it's still shit to this day, but has been worked on long enough to be decent.
There is nothing for Xbox. Nobody gives a shit. People are further along with 360 emulation than they are Xbox emulation because nobody gives a shit.

I would think they'd want to get work done as soon as quickly. The longer they work the more likely I feel Nintendo will attempt something. The money they have is a lot, but Nintendo has a lot more.

The PS2 has also its own difficulties, like the Emotion engine, it's not just a matter of wanting things, there's this thing called easy to emulate hardware and difficult ones. N64 emulation is also a mess due to how hard it is to figure out as well, since it's also a Nintendo console that had plenty of good games.
I can see Nintendo milking the low supply up until the holiday season where they dump several million on the market hoping people snatch them up

I have literally contributed code to emulators and am very familiar with how making an emulator works. It's entirely a matter of wanting things. Within 6 months I could make more progress on an Xbox emulator than all the previous ones. Documentation has nothing to do with it. The entire point when developing the emulator is when you get a new graphics call, YOU EMULATE IT. You just have to figure out what it's trying to do.
