The game is about MMA fighter and sidequest is just for fun. So it can be about anything really.

They use non realistic proportion, not proportions.
Even when not realistic, proportions follow specific rules set by the defined style.
Perspective must ALWAYS be taken into account, even in manga and anime, the only time it is forgiven(still not encouraged though) to break perspective is when the differences would be minimal, but when one arm and hand are much closer to the camera than the other, perspective must be used, even in manga and anime.
Poorly drawn is another matter, but even a poorly drawn character can follow basic proportion and perspective rules.

The very second they finish a drawing, they go straight into the next one. Manga/anime artists dont have time to block everything in and make sure everything is proportional, especially when the average reader only spends a couple seconds looking at the image. Most of the time they go straight into it with clean as fuck line work, which is more than the artist in OPs image is capable of.
There's a difference between a comic and anime, and a cover or single picture where the charater should look their best.
the only criticism that applies is the neck, everything else is a nitpick no one cares about

This is probably some card for a mobage, something someone will still spend about 2 seconds looking it. Artist in Japan have a crazy work load because they are always easily replaced and need to work quickly regardless. As I said, they dont waste time when they dont need to.
Sure, but you can literally take any character drawing and apply a redline like that to it pointing out "mistakes", and further on the basis of a reference picture you found/took if you really wanted.
Redlines don't really say anything unless a drawing is seriously outright broken, the human eye can't really construct and human body 100% accurately from memory at any angle (you can come close, then again leaving you open to nitpicky fags like the guy that did OP), it's why any artist worth shit uses references.
Go open up a comic book right now, I bet you'd be able to redline and find mistakes to nitpick at in almost any figure in there.

Accurate foreshortening can look extremely wrong when directly copied into 2D. It's better to break things and make sure they 'look' right, rather than make sure it's 100% accurate.
