The reason ME:A appears to be shit is that EA doesn't invest money in continuous quality but in goodwill and then milks that goodwill as far as it can before shutting the dried up husk of the gaming studio.

Mass Effect 1 was a critical success and it guaranteed people would buy 2 and 3. Having gained goodwill EA shit out new games and DLC for less and less money, using fewer and fewer people to make the subsequent games.

ME:A isn't a capital project like say Witcher 3 was for ProjektRed. It's a cash in and depending on its sales it might be the end of ME franchise or we might yet see ME games which will make Andromeda seem like a perfectly polished game in comparison.

The issue here is that they didn't hire people. Having tons of skilled devs is great, having tons of albeit unskilled devs isn't ideal but to have few unskilled devs you get Andromeda

I think it's an effort to expand their audience (even at the risk of alienating part or majority of their original fan base) and, more importantly, to generate PR buzz and have people talking about the game, essentially lowering their marketing costs.
