Once back in the NES days, then again for GBA. I haven't bought it again since, because I still have a GBA that can play it. It would be nice to buy it on the eShop and have access to it on all future Nintendo systems, but they're never going to do that. So until they do such a thing, I'll just pirate it on pc if the GBA SP ever dies.
I honestly think their VC sales would increase if they guaranteed to people that what you buy is yours, tied to your account, forever, on any future device. I know I'd be a few key titles if this was the case. Obviously third party titles would be trickier to do such a thing, but all first party titles? Should not be an issue.
It could also give people incentive to buy them if they make sure that every new device has access to your personal catalog of purchased VC titles, even if they aren't up on the eshop to buy for that system at the time of release.

That depends on what country you live in. The US, EU, and UK have taxes for digital contents. Countries with VAT think they're not paying taxes when they are because it's priced in.

By having dozens or hundreds of free or cheapish games right off the bat they can:
