There are like two enemy skills you get before then (not including Beta), they're common as fuck and super useful for early game.

What? They're pretty much signature moves that enemies like to spam. You don't even need Manip outside of the support skills.

Enemy skills have always been a troublesome thing in every FF. It's a waste of a skill and party slot to give anyone that situational skillset, and you're better off just using more brute force reliable skill sets that doesn't involve sitting in combat, waiting for random enemies, then waiting for the random chance of getting said Enemy skill. Meanwhile, most people are already through the game without having to do something so useless as blue magic.
