By the time you start the game it's made pretty apparent that New Vegas is under the thumb of NCR.

That doesn't really mean anything since in Fallout 3 you had 2 factions, one of which the main quest makes you join.
In NV you have 4 main factions, all of which compete for power and you can join, as well as ally and join several smaller factions.
That's about 4 times more complex and better, not "polished a little bit"

They're overexpanded and can't defend their territory which should be apparent by the time you reach Nipton, they barely held the Dam by blowing up an entire city behind them.
The NCR is arguably the faction that is in the shittiest situation in that conflict in the whole game

House doesn't care about anything outside the New Vegas Strip before the battle of Hoover Dam
This is only possible because they're not in war with House
The beotherhood khans and booers all have detailed backstories (and i dont even mean from previous games, the khans and brotherhood had events occur in New Vegas' recent past that placed them in the situations they are), and you have several options regarding what their fate will become after the game. In fact, you have several options within each ending for each of these factions. They are absolutely nothing like generic prospectors. Speaking of, you have never given a reason why you think something so silly in the first place.
1. Similar survival theme (Elijah takes all your weapons at the start)
2. Similar emphasis on crafting and vending machines
3. Similar map design, ie closed off envioments (notably a casino and a small mountain town) that aren't open (not "open world", but in the sense that you can't walk around the town itself, the buildings hem you in)
4. Enemies are crazy due to drugs/the cloud and cannot be reasoned with in any way
5. Art Deco theme
6. Same goal: kill the person that trapped you (in Bioshock 1 it was Ryan and Fontaine, in 2 it was Lamb)

And that makes House the NCR's bitch, at least temporarily if he pisses off the NCR they could restrict travel to his town or create their own Las Vegas. Hence why House's end goal is space colonization (funded by sales of military equipment to the NCR), so he can be a god on the moon without relying on them.

Except that's not how societies and identity actually works when you look at it academically.
The Romans were great organizers for example. Their ability to plan and perform complex strategy is what won them so many battles, much moreso than their advanced technology or self-righteous indignation (which is a contemporary anachronism).
This is shown in nearly every aspect of Roman life, and you can see it in the way they planned their towns and cities.
Let's compare this to Caesar's Legion, which blatantly rips off the Roman model but does so in such a shitty way it's not even funny.
If Caesar dies, the legion dies with him. That is exactly how nondescript and anonymous those soldiers are once you take away the uniforms.
House with the mk 2 securitron army doesnt have to worry about ncr invasion because it would be too costly for them when all they really want is the dam. Which he doesnt even need anymore because of the el dorado substation

You know what, I take back what I said about the Boomers. That one segment with the history of the tribe is possibly the best thing about them and was one of the redeeming features of New Vegas.

Invasion isn't a problem, money is. House needs NCR citizens to be able to freely flow into his city. If not, he's outta cash and his city's growth is stunted. The NCR have a huge amount of control over him in that regard, they even have a checkpoint (the Mojave Outpost) that could be used to stop people from moving through. It'd only be a matter of pissing them off.

It's not about control, it's about economics. NCR could lock down the border and force their citizens to use NCR gambling facilities. They wouldn't be able to do anything about it.

Their dialogue clearly hints at their tribal backgrounds and that they are somewhat self-aware of and might even have internal struggles about the uniformity and absolute obedience with stuff like talking about the burned man

Fo1 wasn't survival insomuch as an RPG. You started out with a handgun and more or less everything you needed to beat the game if you specced right. Bioshock and Bioshock 2 introduce each weapon slowly, as does Dead Money.

I'd argue there's two DLCs that show they haven't.
They have been crushed and molded into the legion, yes, but outward actions don't always portray how someone thinks. You can still hold ideals without outwardly displaying them.

Oh definitely. I was more trying to point out Caesar's legion seems to grow by enslaving and turning their enemies then killing anyone who refuses to submit. The soldiers themselves would likely be a complete mess of scrambled identities but they still have to march under the flag if they don't want to die.
