They'd have had to delay the game or pay for extra testers to get both Normal and Hard mode tested in the same period.

Apparently a game should be 100% completed and no further development is allowed after the game has gone gold.
After the game goes gold, all the non storyboard and engine staff should be fired as they're useless to the next game until it's ready for them.

There is usualyl a good 4-6 months between Gold and release.

Just for the record, hard mode probably isn't going to be like in most games where the enemies stats just go up. Nintendo wouldn't bother selling that as DLC. They'll do something like Master Quest mode.

All Dungeons% is currently at about 2.5 hours for the WR, which is probably why it's less popular..
