It's one new region, an offshore island (specifically the big one you see off the coast) so that it can exist as it's own entity.
You charter a ship to it from Lurelin, which gives the town a reason to exist because right now it has none.

Its there to make the world more alive.
Pretty sure some divine beast or dungeon in the jungle was cut though.

The section before the spring of courage really feels like it should be forced, instead of skipable by just gliding to the end from any mountain in the area
