Yes. But the comparison you're making is disingenuine.
The Mass Effect scene you're using is from random interaction with NPC, and Yakuza one is from one of the best animated major scenes in the game.
Granted, even the major scenes in Mass Effect don't really have significantly better animation, but at its worst Yakuza 0 animations are non-existant.

I know it's hard to figure out from the webm but the one on the left is supposed to be emotional. The problem is that the animation fucks over the seriousness of the scene. I'm pretty sure the webm is supposed to show how significant animation can be in amplifying a scene.
This is a dumb comparison. For one Yakuza 0 is pre-rendered while ME uses the in game engine, so obviously Yakuza is going to look much better. It's also incredibly disingenuous since ME is a much bigger game (with more marketing) than Yakuza.
Not that the facial animations aren't dog shit, but this comparison is retarded.

The Yakuza cutscene is in-engine at 1080p 60fps. I won't deny there are pre-rendered cutscenes in the game but this isn't one of them my man.

They scenes obviously look the way they are intended to look, and saying that is the game as its worst isn't really right. Personally what bothered me most was when they were using recycled NPC animations from past games for side-quests and some major scenes.

It is pre-rendered. In game cutscenes are the ones with text boxes. Those still have better animation than Andromeda
So then why not BTFO andromeda even further and use that scene in a webm comparison instead?
Yeah, they apply a high res map when it's pre-rendered so it's easy to spot. Also it will usually run at 30fps. Here is another example of an in-engine cutscene.

This one should actually be the comparison against that andromeda gif because this one is actually an in-game cutscene.

Are you fucking serious? Again that's one of the more important cut-scenes in game, and saying that takoyaki lady is just random NPC makes no difference. When Yakuza has scenes like that they go all out and have animate everything ridiculously well.
Are you gonna use the torture scene as an example next, since that features NPC you only see in two segments in the whole game?

Welcome to capitalism. Where the measure of success are sales. Capitalists will insist that this ensures competition will bring quality, but this is not the case.
You see, the actual quality of a product and how much it sells may have some correlation, but how much a product sells is 100% correlated with how much it sells. Selling is the target, rather than a side effect of quality (which is the desirable target for most of us).
This is why in capitalism it's just more efficient to get interns and classless retards that will work for peanuts for the game itself and spend the real money in marketing campaigns.
This is why marketing is so huge. In our society, it's what matters. Want your children to have future? Don't tell them to do something they love and be proud of creating good things. Tell them to study marketing and advertising in order to sell shit to people, because with automation it's the only job that will have a future.
The game has 3 types of cutscenes though. As soon as Kuze gets off the bike is when it turns into actual gameplay. You can tell because it switches from 30fps to 60fps like a normal cutscene.
I was never saying that Yakuza doesn't have good animations when they put an effort in. Almost all of main story stuff looks insanely good. All important bits look great.
But you can't use that as an indicator of the whole game, unlike Mass Effect where all the shitty animations and models are constant all the way through. The major scenes look similar to ones you get when doing side-missions.
In Yakuza the main-story scenes and ones for side-missions are like night and day. That's all I'm saying, and I forgot the point I was originally making.

Yakuza 4 and 0 use a shitload of ingame cutscenes but with higher res textures and better models.

Nope. It's always like that even from yakuza 1, the lighting make the cutscene look different. I always though it pre-rendered too but then a glitch changed the model in Yakuza 2 it also show in cutscene.

Ehh if the main complaint is face animations I dont have much of a problem with. There not being a simple crouch and the Sudoku mini game hacking are the worst. But i mean the gameplay is like all the mass effects. As far as talent and passion... No its more sales and revenue and the passion for that.

So basic reading really isn't your strong suit. Just say you meant "virtually" non-existent instead of sperging out and making yourself look stupid. Either prove there are non-existent animations where their should be or refine your statement.
You would have to prove there were supposed to be animations where they are non-existent which is impossible. Meaning your argument in general is impossible to prove.

All I'm saying is that you can't really compare the two that well. At its best Yakuza 0 looks great, almost movie-quality. At its worst it has better animations than what series had in PS2 days, but not by much, see ...Side-missions should not be taken into account, since those are standard JRPG stuff, talk to NPC and go beat up some people, etc. They are clearly made from recycled assets.
But Andromeda has no amazing highs and lows to show, it looks the same all the way through. You know?

Yeah Kuze theme is fucking pure hype. Aizawa's is fucking epic but it's nowhere as hype as Kuze
