I'm pretty sure they had a fight already with someone who had a power up mode like it and lost immediately as soon as the phase ended. So Raiden would win between both.

Gameplay-wise, I'd say 2B. She has a fuckton of chips and pod programs that are way overpowered beyond Raiden's kit. The high i-frame dodge+witch time alone kicks Raiden's ass even if he had an infinity wig.
Lore-wise? Raiden. There's no question about it. 2B is just another robot for him.

But isn't the point of a high-frequency blade the ability to cut anything? It cuts it at the molecular level because it basically vibrates straight through it. The only reason Armstrong and the other cyborgs don't immediately get cut in half is because they have Nani machines that change composition fequently
