Yes but that is impossible. They would have to cram at least $2000 worth of graphics hardware into the machine to run most, if not any, AAA game at max settings, 2160p and 60fps.

They can't change the cpu without making compatibility with the current and future xbox one library reliant on a software solution and developer involvement.
It might be possible for microsoft to pull it off with relatively little drama but depending on what they've done with the jaguar cores in the xbox one, it could be impossible to deliver complete compatibility.
Compared to just making a higher clocked jaguar based CPU which would ensure complete compatibility with no effort and easy performance improvements for older titles, while also being the cheaper option, it's clear which Microsoft will go with in the end.
