Ringed City was only just released so everyone is playing that, you chose the worst time to try to find community playing BB.
Anyway, BB is the easiest of all the Souls games, just remember to be aggressive and take advantage of rally.
That area isn't active because summoning there sucks, people prefer to run instead of fighting the enemies and the boss is easy enough to solo.
Try to get summoned in the DLC or the area before Yahar'gul, there's a lot of pvp there too.

You need to actually play most of the game to get all of estus flasks and the number you have is dependent on whether you've kindled the bonfire you're resting at and how many times.
BB has something like 16 iframes on its roll, that's more than in any other game unless DS3 matched it.

No, it's not broken because the riposte window is too small and they'll often recover before you can reach them. Doing it from long distance is unoptimal and extremely situational since enemies rarely swing when they're not close and the timing is more difficult.
What's truly broken is the backstab system in Dark Souls 1, it involves zero risk.
In Bloodborne you also need to reach end game to find the +4 vial rune and you'll never, ever recover as much health as you do with a flask.
Dodging in Bloodborne also requires more skill than using a greatshield in Dark Souls.
You can block Manus' entire combo with an unupgraded Cleansing Greatshield without taking damage or losing all your stamina.

The game had an active community for like one week because Reddit did a "hey let's play BB again" event.
You can solo every boss in the game, and there's no particularly hard multi-enemy bosses.
I can think of Shadows, Living Failures, and Rom. Rom's the only vaguely difficult one and it's not the spiders you have to worry about.

They've been trying to "balance" magic unsuccessfully since Demon's Souls.
I was able to find a summon for a chalice boss or two that were really annoying, though it did take a while. You should at least be able to summon for annoying bosses.

You're most likely to get help before One Reborn, but most of the area you're on your own. Not a lot of people co-op that place.
There's 12 and they're all viable.
Most of the spells in Dark Souls are just weaker versions of their final forms.
Powerstancing encouraged greater build diversity beyond meeting the minimum stats to use a weapon or just going to scaling softcaps.

With 40/50 str and/or dex you can powerstance pretty much everything and it's always suboptimal except for the broken as fuck dual mace for pve.
Why do you need to summon? All the main game bosses are piss easy and the hard ones are not required to complete the game. For the hard main ones you can summon NPCs.
I get summons all the time, though. Just ring at lanterns or before bosses and you're good to go.

Ludwig's Holy Blade is perfect for arcane builds.
If you have the stats to pump into Strength and Dex to get it decent outside of magic mode, yeah. Otherwise I prefer Kos Parasite or elemental versions of Spear, Saif, Threaded Cane or even Whiriligig for the minimal stat investment.
Ludwig's Holy Blade only needs 16str and 12skill, then you can convert it with bolt, fire or arcane gems for pure arc scaling. I think you're confused with Holy Moonlight Sword which is a str/arc weapon.
