He was just another cell defeated by better cells in the holarchic step know as humanity, the complexity of his motives is nothing compared to the evolutionary process culminating on our current state and what will come after.
Albert Wesker did not prevail, representing all the beings left behind by evolution. He still left his mark, representing the value of their struggle for future generations. Resident Evil 5 is a metaphor for the larger complex of life, intentionally or not.
Wesker now exists as a foundation stone for the sake of future Resident Evil stories, both in their world and ours. Wesker motives will be judged by the future which made them, like what is happening now.

Wesker was an idiot, because his plan of killing 90% of humanity with Uroboros would for starters, leave only 1/6 of the total population alive, who would likely just be children, teens, and maybe a scant few adults alive with the massive responsibility of building up some form of rudimentary society, and then they would have to deal with the constant attacks by evil undead tentacle monsters who grow stronger and larger from consuming more biomass. The Uroboros spawned monstrosities would likely seek out graveyards and cemeteries in order to find more biomatter to consume, and would just keep escalating. hell, there is even the likelyhood of them congregating into a central area, and amsssing into a single continent sized tentacle monster, which WOULD destroy and devour the remainder of the Earth. Wesker's whole plot of stopping humanity from destroying itself through war would have, in the end, brought about that very same annihilation he was hoping to avoid. It was completely insane, idiotic, and doomed from the very start.
