Sonic 3 and Sonic&Knuckles were both solid games on their own, so the fact that the S&K cart added a character to 2 made it seem like an even better deal.
At the end of the day, people can look past even the most despicable of practices if they get something satisfying enough.

The difference being is Sonic 3 still felt like a plenty complete game with nothing missing. While I still prefer Sonic 2, 3 made huge steps forward in a lot of ways.
Compare to say Bioware DLC which is obviously cut out of the game to sell you it at a higher cost its pathetic.

I haven't played a game with that kind of level design especially Marble Garden, Flying Battery and Hydrocity Zone.
The feeling you get just seeing the background environments make the game feel infinite, like no place on earth if I could describe it.

Sonic and Knuckles: an entire fucking basegame that was reminiscent of Sonic 3, better than 2, 1, and cd (don't dare argue otherwise) and combined with sonic 3 unlocked some cool shit. It wasn't just some shitty shilled dlc patch, it was a game of its own. You didn't have to addon it to anything, it was great in it's own.

I had all the sonics back in the early 90s and this is exactly it. S&K always felt like Sonic 4 to me and all the addons were just the icing on the cake. Still easily one of my favorite carts I own.
