The explanation we were always led to believe was that the company falcom licences for voice work refused to work with foreign businesses.
That would explain why NISA was able to get rights to voices for Ys 8 so easily, since they can go through regular Japanese NIS to negotiate those rights.
The easy solution is just put everything on PC so fans can undub themselves with minimal hassle.

XSeed generally don't butcher the script for personal political reasons. Nintendo Treehouse (at least) seems to enjoy doing so. As such, I get upset when Nintendo does so, and do not get upset when XSeed doesn't do so. A lot of Sup Forums loves losing their shit the moment someone even hints at a localization change or "censorship", but actually asking what was "censored" generally leads to a meaningful localization change in most situations I've found.
The last XSeed game I played which involved a dub was Return to Popolocrois, and trust me, nobody is going to play through that game long enough to try complaining about the dub. Most of their games are either still in Japanese (Senran Kagura) or don't have much meaningful voice work (Story of Seasons), so I'm curious to what you are talking about.

Luckily the extent of Trails' voicework was just battlecry.wmv. There was an undub to get the original voices for both TiTS. Now if Edge of Coldsteel is dub only then that's pretty terrible, especially if it proves hard to undub. Personally I wouldn't be surprised Falcom renegotiated their VA contracts following last September ending up with something less expensive and as much a hassle for localizers to deal with. So far Aksys and NISA have been able to get Japanese voices after this hypothetical new contract went into place. We need to wait and see if XSEED again can't get Japanese voices for Cold Steel III (which they've got in the bag now because of Cold Steel's PC ports).

In the XSEED steam last night, XSEED's in-house programmer Sara (who's only working on Trails 3rd right now) mentioned "someone else" is doing the ports. That very likely means a commissioned team a la Little King's Story, though I bet XSEED's found someone different this time. XSEED can tell these people to add all sorts of new stuff if desired, there's no specific reason why XSEED has to do this in-house...especially if Sara's busy and no one else programs.

Oath lacked voices on Windows in 2005, and it still doesn't have VA. You're right in a sense: the PSP port from 2010 added VA. Ys Origin doesn't seem to have voice acting either on PC or Vita/PS4, and XSEED didn't localize Ark of Napishtim on PS2. So in 2010 we got Seven and then Oath PSP, both of which are Eng dub-only by XSEED.
