You would also have rewrite a lot of the encounters with various characters in the game. It would truly be a fuck ton of work just to please people who are not going to buy the game anyway.

It isn't just rewriting some dialogue, they have to create new dialogue for love interests that the male character didn't have access to.

It is completely reasonable for game creators to not want to go that way, or to cut content due to time/money constraints.
