Nah, I'd say Ann is the more "pushed" one. First girl, idol/model like Rise, Lovers arcana, gets more attention in animated scenes, more detailed introduction, you spend more time with her, talking about her problems and Shiho during her part of the story.

On the other hand, Makoto, while getting some attention as well, has more plot relevance.

Nah. Makoto has plot relevance, grabs onto your leg during the "ghost" shit, you save her ass and are left holding her for a bit in Futaba's dungeon. Makoto was definitely the one they had planned.

Well, we're just arguing for it's own sake.

We could also argue that those scenes exist not to establish a "main" girl, but to give others their spotlight for a bit for the player to have more interest in them because they just joined.

At the end of the day, not only is there not a "canon" girl, adaptations would probably have every girl after him and not solve anything.

Besides, with public executions and Igor telling you there are other people doing the same in other worlds we could also argue every choice is canon, only we have different universes.

Any girl named Makoto in any video game is automatically best girl.

how far into the game are you? ann seems basically irrelevant after the first dungeon, there are a few scenes where she gets oogled, but that's mostly by ryuji and yusuke, there's no deliberate connection with potter-kun. meanwhile, makoto keeps pairing off with potter-kun, especially in futaba's bit where she wants to hold his hand in the house and Sojiro asks if they're dating. plus i think they get mistaken for dating in like every one of her s-links

I'm really imagining how a character like Shido would be done in a Western game. His patriotism is shown to be completely villainous.

Just about to clear Shido's palace and the twist was pretty well done I didn't see it all coming and enjoyed it and the calling card cutscene was quite nice. Really have enjoyed the game so far and it sucks to know it will be ending soon.
