The game feels more balanced on hard, you NEED to exploit all out. It's basically a game of wrecking them before they wreck you. On Normal the combat would be very balanced without all out, but it feels cheap as is.
The combat is fun but there should have been a middle ground between normal and hard mode.

Persona was never hard besides some bosses on hard difficulty.
What it is is punishing, the game is just waiting for you to mess up, and once you do you get multi-turned into oblivion.

Hard just makes the battles and dungeons take longer and need to be done over the course of more nights. Which doesn't really create added fun. The core gameplay is so easy in this game that you can't really make it more difficult without simply making it more tedious.

It's in the tutorial menu, that and the negotiation personalities and answers should have been in game tool tips rather than in a separate menu.
The game starts throwing enemies with no weaknesses at you during Palace 3, after that it just gets harder.

It does add more reliance on buffs, especially early on, but the tedious part is exactly why I toned it down to normal. I feel like there's too much to do in the game for me to spend too much time in the metaverse. Especially considering you get cockblocked from doing night activities by stepping inside metaverse.

I think the main draw is the fact that the battles are easy to win, but also easy to fuck up. There were quite a few times where I got nuked by some common enemies because I underestimated them.
honestly, the games are high school simulators with an RPG on the side. the social stuff is RPG-like as well. i typically play persona on normal difficulty bc its never worth grinding and the combat is what it is. i never wanna get stuck leveling when i just wanna progress the goddamned story

In all seriousness, every Fallout ever made is pretty decent on the combat front.
1 and 2 have God-tier turn-based combat and while 3, NV and 4's combat is mediocre by FPS standards, those systems still have a lot more variables to toy around with than the average WRPG.
The funny thing is, I don't even use all out attacks. They literally do less damage than a baton pass empowered physical attack.
