A lot of people don't like the law system. I actually don't know any games in which the cops are competent and morally upright. It's just not the prevailing way of thought in society. I want to say Pokémon but they fuck up stopping any organization every game.

None that I can think of off the top of my head, and I don't think you'll find any in the modern world where law codes are extremely intrusive and convoluted and law enforcement and community are estranged and alienated. Not that there aren't non-corrupt police characters, but in general, in games, law enforcement/guards/authority are invariably corrupted.

In a lot of Pokemon games the police and guards are about the level they realistically would be at, the MC is just a ridiculous prodigy capable of razing country spanning organisations alone.

Most games involve a hero and a villain.

Worlds with perfect governance and law enforcement don't need heroes and don't tolerate villains.
