Lancer Arturia is simply Arturia who choosed to use Rhon over Excalibur, resulting in her aging normaly and later becoming a Divine Spirit.

Lion King is the exact same as Vanilla Saber, except that Bedivere failed to return Excalibur to the lake when she asked him, the third time he returned she was gone, taken by Rhongominyad and turned into a Goddess and stripped of her emotions. You fight her in the Camelot chapter as the final boss.

As for the physical side, Lancer Arturia has a red cape, Lion King's cape is white. Lancer Arturia shows cleavage, Lionk King doesnt, and her eyes glows with a green light.
