Because the point is to beat the game as fast as possible. The majority of games with major game breaking glitches or huge skips have separate categories anyway. OoT is one example the 100% category involves a hilarious amount of wrong warps, bomb hovering, and bottle shenanigans. Ironically enough glitchless OoT is a ridiculously boring run to watch.
It really depends on the game though and each game usually has its own community that will make decisions on that. In some cases this is a really bad things because you end up with autismos who cherry pick certain things to allow/ban so they don't lose their times usually only happens with smaller lesser ran games.

If you want to assess how good the game is there is absolutely no reason for not playing it on the difficulty which the designers intended.

Absoluyely not. You have to really love a game to be able to speedrun it.
When there's multiple ending to be had, and one of them is objectively better than the others, there's usually different categories to be had. Such as "100% best ending" or "any % any ending".
