Mechanically i doubt there will be anything to prevent it from being competitive.
Card games are heavily randomly based, and many Vidyas have a heavy RNG component to them (mobas, and mmos for example). All however are still played competitively.
If there are no random elements (or very few) it will be strange version of a 3d fighting game, or a shooter.
The biggest threat to this game being competitive is the fact that i doubt there will be a large enough group of players seeking to play it competitively for it to grow a healthy meta.

Multiplayer Nintendo games are usually pretty strong out the gate. Splatoon and Pokken had tons of players for the first couple weeks.
What matters is how many people are going to drop it for the next flavor of the month, and how many are going to stick to it and push the game to its full potential.

Splatton is a casual game, and Pokken is a fighting game with a mixed audience from tekken, and pokemon both games are played competitively already.
I suspect this game will not be able to maintain a community of more than a few hundred people who want to play it competitively for longer than a couple of months.
That said i think it will be a financial success, but not a game capable of sustaining a competitive environment.

The barrier of entry to fighting games is that you have to outplay humans not just obtain level ups.
If an opponent is better than you, you will get stepped on in fighting games, just like in chess, go, or other competitive games.
The barrier of entry to fighting games is that you only get better when you improve yourself, and unfortunately unless you are a talent, that means being tutored or losing a lot of games until you learn.
As somebody who's trying to learn KoF as his first 2D fighting game, let me say from experience that there is a LOT of barriers to entry besides being able to outplay a human.

Every other games that are competitive doesn't require people to flail their arms around. At best, their mentality is exhausted not their body. So with that said, do you think some are willing to get both their bodies and brain exhausted?
The game looks fun but for me, I don't think it's enough to be competitive. So far, the gameplay looks as if the game allows player to have free movement in Wii boxing while being tossed in some power ups and shit. Like I said, it looks fun but not really competitive scene worthy in my opinion.

Considering that Splatoon 2 seems like it's being marketed as "babby's first competitive shooter," I'm guessing that the target audience for this game will be normies and the underage, most of whom probably wouldn't mind doing some simple hand motions for 2-3 minutes at a time.
I'd bet all the money in my wallet right now that players who use motion controls will have a slight advantage over players who don't.
I bet you your waifu's soul that you're gonna move the goalposts again when I tell you that a controller would have less delay than a motion controller, and that there is no particular advantage according to people who tried the game.

Nothing prevents any game for getting competitive. It's just that when the core mechanics of the game are bad, even if it gets a competitve scene, it will still be boring to play and boring to watch...
I want to believe Arms will be fun but I fear it will get stupid really quickly. The core gameplay is designed around the fact that every character is a jumpy campy Dhalsim clone trying to punch you from afar. How can Nintendo make this good. I don't know...

Why would the stick be used for that? It makes more sense to use the triggers or shoulder buttons to curve.

The context for competitive play is very important, as well. Barring an unexpectedly dedicated grassroots community or an unprecedented amount of developer support, this game is going to have to latch on to another game's community and be a "side event" at tournaments. (the only other option is online-only tournaments, which might as well be nothing at all)
So what game would it latch onto? Smash seems like the easy option, considering they have their own events dedicated to their games, and would be pretty welcoming to other Nintendo games. But is the ARMS community likely to grow into its own thing when Smashfags are so autistically dedicated to their game? Lots of Sm4sh players picked up Pokken when it came out, then dropped it like a bad habit to go back to the game they love.
