Its not intended but they are fine with not patching it.
It is intended so that players can reach the crow trader (which have a second nest on the rafters since you can't reach the one on the roof yet) and get to the silver serpent ring and the free estus shard at the beginning.
If it wasn't intended they would have patched it dingus. It's a skip to reward skilled (if you wanna call it that) players.
But the Shrine of storms skip wasn't intended but they didn't fix it because they liked it

That part has always been so weird to me. You never do that again in any of the games. Ostrava himself was also really unique to a lot of the characters, despite clearly inspiring many of them.

Not necessarily. They may have simply thought it wasn't harmful to the game so they left it in, maybe even considering it a happy accident for more experienced Souls players to discover at the start of the game. It's not a very impactful sequence skip anyway, only getting you an extra Estus charge and the Silver Serpent Ring.
