Although it's never mentioned in any game, I like the old explanation for whips vs evil put forth by the old Warlock movies from the 80s.

Basically, you can't soak a sword in holy water and have it stick. A whip you can. So, it's not just a hunk of leather, it's a hunk of leather soaked in faith.

That whip however was a smaller handheld, cat of nines type *if* it was used. Many other self mutilation/injury devices could have been used.

Also as far as historical records go, no clue if it was one form of punishment, if the punishment needed to be real(versus the person just desiring to suffer/not actually whipping themselves to bleeding), or if it was even widespread and not just rumor mill of the time.
