It doesn't have to be Croatia, they buy games that aren't region locked in regions where the devs are charging less for the game. The devs still get the money as if your copy was purchased in that country. You're essentially buying the game from a different country with a small processing fee.

But why would he list it for that low? The game goes for 59.99 and at it's LOWEST point it was 18 dollars. If it's not on sale, why would they sell it for less than 20-30 dollars?
If someone is going to buy the game and can't wait for the sale, they will definitely buy it for 20 if the lowest recorded amount is 18 which probably occurred during the Christmas sale(which comes once a year).

Simple supply and demand, I've seen prices on G2A rise when demand for a particular game goes up while the available sale-priced keys are bought up.

Console efficiency would give you nearly twice as much performance as the corresponding PC build. So the PS4 would give you a performance closer to the Radeon RX 480, still very far from 1080p 60fps
