Art in games is like art in every other media. You will have the pretentious tryhards but that doesn't dispute that there are some genuine moments of feeling something.

If a video game can give you any sort of feels, spark a question, or simply capture you for a brief moment as you absorb an image or observe a technical aesthetic application, it's art.

On a subjective level, pretty much every game does this. Even Pong hashas abstract and metaphysical narrative about society and mortality.

If you mean just plain art, they should be. They are creations that can often be used to make a statement or reflect the creators feelings or provoke thought and contemplation within the audience. That qualifies them to be art well enough.

They don't have to be artistic, as in REALLY FIRES UP THOSE NEURONS AND MAKES ME FEEL type stuff is that's what you mean. It's totally fine for them to be mindless fun without trying to provoke deeper thought. If a game only engages you in terms of skill and gameplay, that's fine. Games are a broad enough medium where they can pull off either extreme nicely.

I don't think you understand what art means, there is no "should" to it, anything that's a human creation designed to provoke feelings is art.

They are already. Whether they should or not isn't up to anyone. The problem lies when you start sacrificing fun to achieve some artistic goal for the sake of it.

The game aspect isn't art. Video games have art and can be absolutely beautiful, but at their core art isn't what they are. You can play street fighter with only the hitboxes visible and it's still the same game, and the same concept applies for any other game, so clearly the art isn't the important part.

There's no reason a game can't be called art for visuals or sound design. While I'm sure many scenes could be done in a movie, it wouldn't be 'you' going through them.

Problem there is people have this mentality that gameplay and controls are a 'tool' and have be as straight-forward as possible or it's a flaw by the devs. I see it enough times with horror games where people whine about not being able to 360 headshot the monsters and never considering that it's an intentional thing to make them vulnerable.

Make on topic, there are some artful gameplay choices around. Like with The Journey, where you're paired up with a random user and only have your motion and chirps to communicate. Despite that, many stick with their partner through the whole campaign until they're flying together towards the heavenly gates.
