Avoid the hassle and get an i7 7700k. It may cost an extra 100$, but you will get more mileage out of it. More and more games these days prefer hyperthreading with 8 virtual cores.
Also, you could try and get a cheaper water cooler. If you want that much surface space for dissipating heat, go for it, but I've been fine with my one 140mm fan water cooler. There's a lot of over built and over priced things on this build. The only things you dont wanna cheap out on are your motherboard and power supply, both of which you have picked out quality ones. I would do a bit more looking around, you could definitively get a better deal on that GTX 1070 if you look at different brands.

It's up to you. What resolution will you be playing games at? A 1070 at 1440p resolution or lower should be fine. Anything above that I would go with a 1080.
Here are some parts I found. Good thing to know: LGA 1150 sockets fit the same coolers as 1151 sockets.
I can run OW and CS GO at 60FPS.
Upgrading to GTX1060 Mini 3GB soon, then to i5 7500 after that

Do what you want, but all I'm gonna say is with Scorpio on the horizon, games are gonna start using a lot more vram. Tomb Raider, all ubishit games, RE7, BF1, all require massive amounts of vram even on modest settings. I suppose you can make the argument for it since you're only running at 1080p, but still, if you're going to invest in a new GPU why not make sure it's going to last as long as possible?

because I'm a budget gamer, I've never even had a GPU in my life that is above midrange, always had to play on medium or low settings and it was an OK experience, You can always go for something better but you need more money for that. Even as it is right now this PC does the job, can play most new games but of course FPS isn't even close to 60 and I have to play on low, it's still an OK experience. I used to have such a shitty PC that I couldn't run anything so now I can handle playing the game it if I get 30 FPS or above.
Wait for the RX 570 coming out later this month, I can't imagine it will be over your current budget and will probably perform better than a 1060.

If you want to buy a processor now get a 1600, 1700, or 6800K. If not Coffeelake at the end of the year will bring mainstream line Intel hexcores, or Pinnacle Ridge.
