Doubt it. Outlast managed to prove it was shit in the first 15 minutes when you're walking around and a random ass corpse dropped from the ceiling. It was even accompanied by a cheap scream sound effect that wasn't even generated by anything in the environment.

Outlast was clearly more interested in being a virtual haunted house than being an actual horror game.

i agree with that but it had pretty cool lighting and atmospheric effects. the dlc in particular. i still think slenderman is the scariest game ever made, although maybe not "horror" game
