3S takes place in 1999, the eve of the year of Gill's prophecy. The events of NG and 2I are not retconned but rather recast in a light that lets the tournament keep going for whatever reason. The characters have met and fought before, just possibly not in a manner as to end the tournament (i.e. Dudley wanted his father's car back in NG, he's got it in 3S yet somehow he hasn't won the tournament yet)
