If people could run their leagues, some would ban him, others wouldn't. This used to happen back when I played CS, a ban in CAL didn't preclude you from playing on ESEA (usually)

But you have to go through Blizzard's client to play at all, which means that they can cut you off from the game if they don't like how you behave in or even out of the game
