All normalfags know about video games is pacman and mario.
Pacman is more of a symbol, kinda like Mickey Mouse, people know the character but not everybody watched the shorts cartoons etc
because he's 2nd only to mario, which would be more of a hassle than its worth to sponsor your movie
He's not, he's probably the cheapest one. Studios probably had/have a harder time getting Mario or some other character.
He's about as recognizable as Mario, but irrelevant as a "brand" so to speak, meaning it's perfect to make reference without worrying about copyright issues.

Pac Man is still one of the most recognizable vidya mascots. Outside of Mario, I can't think of anyone that would span generations like Pac Man. He wasn't just a video game, he was in fucking everything, including a really shitty song. I don't know about Kamen Rider, but Peter Quill lived during the "golden age of gaming" where arcades ruled, as did Adam Sandler's shitty character in Pixels.
Pac-Man will always be relevant to gaming, you fucking fetus.

Gee, I dunno, maybe because he's fucking PAC-MAN? You know, the god of Bandai Namco/Sunrise, the third Mario brother, the guy who had one of the biggest impacts in video game HISTORY.
At least pac-man is still good to this day. Even though ghostly adventures had shit plot and character design the games are basically Pac Man World 4 and 5. And bandai namco is pretty shit without him and a bunch of random anime characters.

I'd also bring up Tekken, Katamari, and Taiko no Tatsujin, but they're in kind of a gray area.
