Mementos shadows don't disappear they just kinda go away on their own, so I imagine if you actually kill them the have real shutdowns

People have ripped the conversation graphics, why has no one ripped the battle end-cards?

First, we don't know that those people don't have palaces. Anyone can have a palace if their desires become distorted.

Second, when you beat the shadow in Mementos you obviously leave them alive deliberately, Akechi could just kill them.

Third, normal people do appear in Mementos, it's not just the request people you find.

There are tons of palaces, user. They mention this in game, near the end I think, but the group only hunts big targets (kind of). And even in mementos you can hunt down somebody so long as they bother at least ONE person, or hell, maybe not if you have their full name already.
