Some people have made video games that try to mimic the feeling of pen and paper role-playing games like D&D. They're called "Computer Role-Playing Games", or CRPGs for short. These days, they're commonly just called RPGs.

What's wrong with the players having more freedom? Obviously every action should have consequences but I hate DMs who straight up tell you "no you can't do that".

Pretty much this. Elona+ is pretty great if you just want to set out in a world and be whatever the fuck you want. It's a roguelike and plays exactly how you'd expect one to play, so keep that in mind too.

Just play Capcom's D&D beat 'em ups.

No and youll never find one. DnD relies on improv and imagination. Two things that do not and will not exist in Vidya. Vidya needs concrete areas designed beforehand. You not wanting to visit or quest through those areas won't magically create 10,000 man hours of work to create what you want to experience. Vidya is finite by nature.

Something like the old Fallouts or Wasteland are kind of like that with a sci-fi setting.
