Patrick Seitz is the only good part of BB's dub.

I think a major part of it is convenience. The guys who have been doing voice acting work for a long time, you can easily get a hold of them, you know what you're getting, etc. I would imagine it's easier to say hey lets get Troy to do his gruff grizzled middle aged guy voice as opposed to sitting through an audition of a bunch of stage actors you're unfamiliar with.

Voice acting quality does not significantly affect sales of japanese games in the west so putting more money into it doesn't make sense. Very few weebs would pass on a japanese game just because of poor voice acting and people who are not already interested in japanese games aren't suddenly going to be convinced by better voice acting.
