The term "movie game" was never meant to specifically adress the length of cut scenes, but rather the amount of gameplay simplified, undermined or cut down in order to serve the purpose of a narrative.
Not saying Last of Us is the worst offender of that, but it does have moments of this, like the walking sections that are just story dumps.
BotW has a lot of cut scenes, but it can also be substantially longer from a gameplay perspective, so the ratio is skewed much more towards time you spend playing rather than watching a small movie.

It includes a shitload of padding like anytime you're talking to NPCs or activating terminals, plus the full bossfights and the guy isn't that great at them.
Just cutscenes like the memories, Divine Beasts and the like is only a bit over an hour.
