He enabled undead to ravage the landscape and a major city like Stratholme, he sided with the Greenskins, though it was A-Okay to let said Greenskins make ritualistic sacrifices to teach Arthas a lesson but at the same time refused to sacrifice the people of Stratholme who were already infected for the most part anyway and would've gotten 100% infected because he wanted to just sit by and do nothing.
And most importantly, by acting like a complete moron, he was the one that drove Arthas to fall to overzealous ambition which ended up killing and destroying the entirety of Lordaeron.

Uther is the man that single handedly doomed Lordaeron with his retardation, he did EVERYTHING WRONG.

Inaction is just as bad as doing the wrong thing.
